Abstract: This paper distinguishes between the new national system and the traditional national system, lists the advantages of the new national system, analyzes the relationship between the new national system and the market economy, explores how the new national system solves the problem of equipment "stuck neck", gives the corresponding policy suggestions to solve the problem of "stuck neck" in the machine tool industry.
