Abstract: The capability of standardization has become the core competitiveness of enterprises, industries and even countries, in the present situation of international competition. Standardization is of great strategic significance to a country. The implication and function of standards are discussed in this paper, by discussing the “boundary” nature of standards. The cognition and capability of standardization work can be improved, by comprehending the implication and function of standards. The standards barriers and aggression can be prevented, by planning powerful standards system, so that the standards sovereignty can be established and protected.
